公務員參與數位學習阻礙因素之研究

摘要
因應社會變遷與資訊時代來臨,政府正致力於推動公務人員終身學習的理念,以提升政府部門的人力資源素質,而數位學習正是終身學習重要的一環。政府單位推動數位學習過程中難免會面臨某些阻礙因素,因此本研究主要目的為瞭解阻礙公務人員參與數位學習之因素。研究對象以中央與地方公務單位正式編制內且均受過數位學習課程訓練之員工共44位,以腦力激盪法發展公務員參與數位學習之阻礙因素,並以內容分析法加以歸納整合,之後據此發展出層級結構,再利用層級分析法分析資料決定其重要性順序。研究發現學習情境與學習機制是比較大的阻礙因素,本研究根據上述結果提出相關建議供政府機關未來推動數位學習之參考。

ABSTRACT
In
response to social change with the advent of Information Age, governments
promote the concept of lifelong learning to civil servants to improve the
quality of human resource. Digital learning plays an important part of lifelong
learning. Governments will face some obstacles with promoting the e-learning
inevitably. The purpose of this study is to measure and prioritize barriers to digital
learning of civil servants. A total of forty-four civil servants from central
and local departments are selected. This study adopts the brainstorming method
and mind map to collect data and analyzes data with the Analytic Hierarchy
Process (AHP). The result of this study found that learning situation and
mechanism are most important factors. There are some suggestions provided for
governments to promote e-leaning.
